Te Amorangi Mātauranga Matua, the Tertiary Education Commission (TEC), is a small Crown agency with a big job to do - ensuring New Zealanders have the skills and the knowledge they need to build a great life, and ensure New Zealand thrives. These roles are part of our high-performing Business Analysis team in our Information Directorate, the engine room delivering the ICT infrastructure, data products, and tools that power TEC's ability to invest in education and champion learning.
As part of our Business Analysis whānau, you will collaborate across teams to co-design and deliver impactful solutions, continuously improve our systems and products, and help shape smarter decision-making across TEC.
He angitūtanga: About the Roles
We have three fixed-term roles available in our BA team:
- 1 x Senior BA (12-month FTC to 30 June 2027)
- This role will provide analysis services across a range of strategic and operational initiatives. This includes business process analysis, problem definition, requirements development, solution assessment, and supporting the continuous improvement and delivery of TEC's enterprise digital products.
- 1 x Senior BA (9-month FTC to 30 April 2027)
- Working with the implementation project team, lead the analysis, requirements definition, and business case development for the IT implementation of the Tertiary Research Excellence Fund (TREF), a major initiative that will replace the Performance-Based Research Fund (PBRF) and support the funding of high-quality, impactful research across New Zealand's tertiary education sector
- 1 x Technical Senior BA (7-month FTC to 26 March 2027)
- Support the continuous improvement and delivery of the Data Exchange Platform (DXP), TEC's Azure-based platform for collecting, validating, and managing data and document submissions from Tertiary Education Organisations to support funding, reporting, and regulatory processes.
He kōrero mōu: What we are looking for
Across all three roles, you'll bring clarity to ambiguity and helping teams move from discovery into delivery with clear, actionable outputs. You'll also play a key role in connecting business stakeholders and technical specialists, building shared understanding and supporting effective collaboration.
We are specifically looking for candidates whose skills and experience match the following criteria:
- At least 4-5 years of experience as a Senior Business Analyst, ideally in the public sector.
- Confidence in engaging with all types and levels of stakeholders and facilitating workshops to define scope and agree requirements
- The ability to translate between business and technical audiences and act as a bridge for communications and resolving disagreements
- Skilled in requirements elicitation, analysis and management
- Experience in working in the public sector and in data-rich environments
- Expertise in using AI tools to support business analysis activities and increase productivity

The salary range for these roles is $104,653 to $123,121, plus 3.5% KiwiSaver, depending on demonstrable skills and experience. Please note, if you believe you are a good match for the role, but your salary expectations are outside of this range, we will still welcome an application from you.
